On June 17 and 18, 2025, a conference will be held at Teruel Airport with approximately 35 experts from the air transport sector to advance the airport's upcoming challenges related to stratospheric flights for fixed-wing aircraft and airships, as well as flights for electric aircraft and their landing centers, known as vertiports.

The General Manager of the Teruel Airport Consortium, Alejandro Ibrahim, welcomed the experts to analyze and resolve air navigation issues that will affect the upcoming challenges for Teruel Airport in its stratospheric flights. He stated, "This conference analyzes the operational and regulatory impact of stratospheric flights, UAS, and their infrastructure and represents a strategic step forward in adapting the airport to the future of upper airspace and urban air mobility."

On behalf of EUROCONTROL, Frank Riquet stated: "We would like to thank Teruel Airport for hosting a meeting with Spanish partners and institutions to discuss high-altitude operations and drones."

The following companies and institutions related to airspace technology, regulation, and control participated:

- The Directorate General of Civil Aviation (DGAC).
- The State Agency for Air Safety (AESA).
- ENAIRE, a Spanish air traffic control service provider.
- The Spanish Air Force, Ministry of Defense.
- The Spanish Space Agency (AEE).
- Services and Studies for Air Navigation and Aeronautical Safety (SENASA).
- The European Union Agency for Air Safety (EASA).
- Airbus GeoTech, a world leader in Earth observation technology for HAPS.
- Ineco, transport engineering and economics.
- Pildo Labs, leaders in satellite navigation services and performance-based navigation.
- Polytechnic University of Valencia, offering a degree in Aerospace Engineering.
- Teruel Airport, the largest hub for stratospheric flights in Europe.
- Aragon Aeronautical, Space, and Defense Cluster (AERA).
- EUROCONTROL, European Organization for the Safety of Air Navigation.
- European Union Space Agency, EUSPA.
- GMV, Flight Mechanics Group.
- Vertiports Network, a company specializing in eVTOL control and infrastructure.
- HAPS aircraft operators for stratospheric flights:
     - Sceye
     - Elson Space
     - DLR

On the first day, Teruel International Airport was presented, showcasing its advances and innovation processes in stratospheric flights. Its infrastructure, including the Phase V Camp and the airship hangar, was also underway. The vertiport innovation center and the aerospace technology center being developed with the ITA (Spanish Aerospace Institute of Aerospace Engineering and Space Administration), were also presented.

The ECHO2 project was also presented, and EASA explained the prospects for high-altitude operations. Sceye, Elson, and DLR's stratospheric flight projects were also presented.

In the afternoon, a tour of Elson Airport was held, along with the airship hangar, IAC, and Tarmac, as well as the aircraft parking apron.

On the second day, topics related to drone flight, vertiports, and the EUSPA space program were discussed, as well as the regulatory framework for high-altitude flights, the necessary authorizations, and operational procedures with AESA and EASA. In Air, he explained the airspace around Teruel Airport and its operational procedures, as well as the FIR/UIR that affects it. GMV also presented the ground segment for stratospheric flights and its control centers.

The day concluded with limited technical meetings for the stratospheric flight proposals from the companies Elson and Sceye.
